TCPA Compliance Software Pricing and What Teams Pay Each Month
TCPA compliance software is priced three ways. Consent certificate vendors such as TrustedForm bill per lead, about $0.22 to $0.30 to retain and verify a third-party lead at published rates. Enterprise lead identifiers such as Jornaya are quoted by contract, with Vendr reporting a median of $312,000 a year. Flat plans bundle certificates, verification and DNC scrubbing, and ConsentVerified starts at $149 a month.
TCPA Compliance Software Pricing and What Teams Pay Each Month
The three pricing models compared
Most TCPA tools solve one slice of the problem, so the first step is knowing which slice you are paying for. The table lists what each model costs and who it suits.
| Model | Example | Published cost | Best for |
|---|---|---|---|
| Usage based certificates | ActiveProspect TrustedForm | Retain $0.06 to $0.15 per lead, Verify $0.08 to $0.15, storage $0.0002 per certificate per month | Small or uneven programs, buyers whose contracts name TrustedForm |
| Annual contract | Verisk Jornaya | Quote only. Vendr reports a $312,000 median and a $150,000 to $925,002 range | Large buyers whose partners require a Jornaya lead ID |
| Flat subscription | ConsentVerified | Starter $149, Growth $499, Scale $1,299, Enterprise $2,999 per month, with lower yearly billing | Steady volume that wants certificates, verification and DNC in one bill |
| Suppression only | DNC list and litigator scrub vendors | Quote based | Teams that already have consent evidence and need list hygiene |
Figures for TrustedForm come from ActiveProspect's help center pricing article revised in May 2026, and the Jornaya numbers from Vendr's reported contract data. Both change, so confirm before signing. Details are in our TrustedForm pricing and Jornaya pricing articles.
What each approach costs at three volumes
The estimates assume a lead buyer retaining and verifying every third-party lead, which is the common worst case for per-lead billing.
| Monthly leads | TrustedForm Retain plus Verify | ConsentVerified |
|---|---|---|
| 1,000 | About $300 | Starter, $149 or $74 billed yearly |
| 5,000 | About $1,260 | Growth, $499 or $249 billed yearly (Starter covers 1,000 verifications) |
| 10,000 | About $2,460 | Growth, $499 or $249 billed yearly |
| 50,000 | About $10,860 | Scale, $1,299 or $649 billed yearly |
The gap opens fast above a couple of thousand verified leads. At very low volume, per-lead billing can cost about the same as a subscription, and nobody should buy a plan they cannot fill. Check the allowances for each plan on the pricing page before you decide. Certificates are not interchangeable between vendors, so a buyer who requires TrustedForm still needs TrustedForm.
Costs that do not show on the price list
Four items move the real number more than the headline rate.
- **Retention.** Unretained TrustedForm certificates expire after 90 days. A lawsuit can arrive years later, so evidence you did not keep is evidence you do not have.
- **Seats and integrations.** Plans differ on how many staff can review evidence, and on SSO, audit logs and API keys. Ask before you assume.
- **Overage.** A flat plan caps usage by design. Know what happens when you pass the limit and compare it with the next tier.
- **Counsel time.** Software records evidence. It does not replace legal review, and a messy evidence trail makes that review slower and more expensive. Teams that bring legal help often use a legal assistant like CaseClerk's AI assistant for legal practitioners for the case work around it.
Disclosure wording matters as much as the vendor. Run your form through the TCPA consent language checker before you pay to store records of a weak disclosure.
How to pick a plan from your own numbers
Count last month's leads, the share you buy from third parties, and how many you must verify before dialing. Multiply through the per-lead tiers, then compare with the plan whose allowances cover that volume. If your total is a few hundred dollars, usage billing is fine. If it is in the thousands, a flat plan almost always costs less. TCPA software pricing questions
How much does TCPA compliance software cost?
It ranges from about $149 a month for a flat starter plan to six figures a year for enterprise lead identifier contracts. Per-lead certificate pricing runs roughly $0.22 to $0.30 to retain and verify a third-party lead, depending on volume.
Is there a free TCPA compliance tool?
Some pieces are free, such as creating a TrustedForm certificate without retaining it. Free pieces do not keep evidence long enough for most claims. Retention and verification are the paid parts of any serious setup.
Is flat pricing cheaper than per-lead pricing?
At steady volume, usually. At about 10,000 retained and verified third-party leads a month, per-lead billing is roughly $2,460 against a $499 Growth plan. Below about a thousand leads a month, usage billing can cost less.
Do I need TCPA software if I only buy leads?
Buyers carry risk for calls and texts they make, so evidence that a lead gave consent to your company matters. Verification before contact and retained evidence are what buyers use to support that.
Price your own volume
Take your monthly lead count and run it through the tiers above. If a flat plan covers it, start certifying and verifying every lead. See the pricing page and start on the plan that fits.
