Best TCPA Compliance Software for Lead Buyers and Call Centers

The best TCPA compliance software depends on where your risk sits. Lead buyers and lead generators need proof of consent for every record, which is what TrustedForm, Jornaya and ConsentVerified sell. Call centers also need Do Not Call, reassigned number and litigator screening, which is where DNC.com, PossibleNOW and Blacklist Alliance fit, and dialer level controls from tools like Gryphon. Most US teams that buy leads end up with one consent evidence tool plus one scrubbing service.

How we compared these tools

We looked at each vendor's own product pages and published pricing in October 2026, plus procurement data where vendors do not publish prices. We sorted tools by the job they do, because a dialer compliance add-on and a consent certificate service solve different problems and are rarely substitutes.

Four questions decided the ranking for each category. Does the tool create or check evidence you can hand to counsel? Does it work on leads from vendors you do not control? Can you see the price before a sales call? And does it cover the 2025 FCC rule that requires honoring revocations within 10 business days?

We are a vendor in this market, so read our own entry with that in mind. Where a competitor is the stronger choice, the table says so.

TCPA compliance software compared side by side

Tool Main job Pricing Best for Where it falls short
TrustedForm (ActiveProspect) Consent certificates with session replay, Verify and Retain products Published per lead, $0.15 falling to $0.08, contracts from $24,000 a year Buyers whose vendors already run the TrustedForm script Costs climb with volume, DNC scrubbing is a separate vendor
Jornaya (Verisk) LeadiD session records and TCPA Guardian checks Quote only, Vendr median about $312,000 a year Large carriers and networks that also buy shopping data No public price, long sales cycle, heavy for small buyers
ConsentVerified Consent certificates, Lead Verification API, disclosure checker, DNC scrubbing, evidence exports Published flat plans from $149 a month Lead buyers and call centers that want one predictable bill Smaller publisher network, no litigator scrub, no shopping data
ValidRecord Consent recording (iClaim) and lead and call verification (iClear) Not published Publishers wanting form recording plus fraud checks Limited public detail on pricing and retention
DNC.com (Contact Center Compliance) Federal and state DNC scrub, Litigator Scrub, reassigned number checks Quote only Call centers that need litigator screening Does not create consent evidence
PossibleNOW DNC compliance, Reassigned Numbers Database access, preference management Quote only, tiered transactions Enterprises managing consent across many channels Built for large programs, not quick setup
Blacklist Alliance Litigator database and real time Litigation Firewall API Quote only Lead generators blocking serial plaintiffs at the form Narrow scope, pair it with consent evidence
Gryphon Contact compliance inside the dialer, curfews, frequency limits, opt outs Quote only, custom tiers Enterprise contact centers with existing dialers Call blocking needs a voice integration add on

If you buy leads, consent evidence is the layer that decides a lawsuit. A plaintiff's attorney will ask for the disclosure the consumer saw, the seller it named, the time and the phone number, and only a certificate captured at submission answers all of that.

TrustedForm is the market default. Its network is large, its certificates are widely accepted by buyers, and ActiveProspect publishes per lead prices, which we break down in TrustedForm pricing. The weak spot is cost at volume: retaining and verifying tens of thousands of third party leads a month adds up quickly, and you still need a separate scrubbing vendor.

Jornaya suits large insurance carriers and lead networks that want consumer shopping signals bundled with consent checks. For consent proof alone, the contract is usually more than a mid sized buyer needs, as the reported numbers in Jornaya pricing show.

ConsentVerified covers the same evidence job on a flat plan and adds the checks buyers run before dialing: phone match, named seller, consent age, a 15 point disclosure score and DNC status, all through the lead verification software API. The honest trade-off is network size. If your vendors refuse to run anything but the TrustedForm or LeadiD script, you will need those tools.

Best TCPA compliance software for DNC and litigator scrubbing

Screening is a separate job from consent evidence, and outbound call centers need it on every campaign. Federal rules require scrubbing the National Do Not Call Registry at least every 31 days, and many states keep their own lists.

DNC.com is the long standing choice for combined DNC and litigator scrubbing, with reassigned number checks in the same account. PossibleNOW fits enterprises that want reassigned number lookups and preference management tied to one consent record across channels. Blacklist Alliance is the specialist for blocking known litigators in real time, often at the form before a lead is even sold.

ConsentVerified includes federal, state and internal DNC scrubbing on every plan, from 5,000 scrubs a month on Starter to 1,000,000 on Enterprise, but it does not sell a litigator list. Teams that want litigator screening should pair it with one of the specialists above. Details are on the DNC scrubber page.

Best TCPA compliance software for call center dialers

Dialer controls handle the rules that apply at the moment of the call: calling windows between 8 a.m. and 9 p.m. local time, frequency caps, abandonment rates and opt out handling. Gryphon has done this for enterprise contact centers for about 25 years and plugs into existing dialers. Many modern dialers, such as Convoso and Readymode, also ship their own DNC and time zone settings.

None of these tools can tell whether a purchased lead had valid consent in the first place. That is why most call centers run a dialer layer and a consent layer, as laid out on the call center compliance software page. The TCPA covers calls and texts, while email falls under CAN-SPAM, so if your outbound team also sends sequences, that channel runs through separate cold email software with its own unsubscribe handling.

How to choose TCPA compliance software

1. Map where your leads come from. Your own forms, a few known vendors or a large open marketplace call for different tools.

2. Decide what evidence you must produce. If counsel needs disclosure text, seller name, timestamps and phone match, a certificate tool is required.

3. Count monthly volume, then price it. Per lead pricing looks cheap at 2,000 leads and expensive at 50,000.

4. Check retention against the four year federal statute of limitations, and longer if your contracts require it.

5. Confirm revocation handling. Since April 11, 2025, consumers can revoke consent by any reasonable means and you must honor it within 10 business days.

6. Test on your own data. Run a vendor's live disclosure through the consent language checker before you sign anything.

TCPA compliance software questions

What is the best TCPA compliance software?

For proving consent on purchased leads, TrustedForm is the most widely accepted and ConsentVerified is the lower cost flat priced option. For DNC and litigator scrubbing, DNC.com and Blacklist Alliance are the common choices. Large call centers add dialer controls such as Gryphon. Most teams need one consent tool and one scrubbing tool.

How much does TCPA compliance software cost?

It ranges from about $150 a month to six figure annual contracts. ConsentVerified starts at $149 a month, TrustedForm charges $0.08 to $0.15 per lead with contracts from $24,000 a year, and Jornaya contracts reported on Vendr have a median near $312,000 a year. Scrubbing vendors usually quote by volume.

Do I need TCPA compliance software if I only text?

Yes. Texts count as calls under the TCPA, so marketing texts to cell phones need prior express written consent and the same evidence as calls. You also need opt in records for 10DLC registration and fast STOP handling, which consent tools and SMS platforms track together.

Can TCPA compliance software prevent lawsuits?

No tool can stop someone from filing a claim. Good software reduces the chance of a valid claim by blocking unconsented and DNC listed numbers before contact, and it gives counsel the evidence to answer a demand letter quickly, which is how most claims get dropped or settled cheaply.
